Just installed gnome, was on kde (Kubuntu 9.04), first login in gnome and popup window appeared.

Same issue, looks like a packaging bug:

Since the support for Ubuntu 12.04 LTS and all earlier releases have officially ended, I am closing this bug and marking it as incomplete.
