Bug Description
After a clean install of Ubuntu 9.04, the network manager does not enable the VPN options, though they appear in the "Network Connections" window as a tab. Clicking on the tab should, instead of displaying a blank window with all buttons greyed out, should have a message in the empty window saying that optional packages such as "openvpn" or "vpnc" need to be installed to enable this feature.

Yeah, it really baffled me to see the VPN tab with all buttons greyed out. Looks like me as a usability nightmare for novice users.
In my case I needed to install network- manager- pptp.
