Bug Description
I had this conversation with Peng on IRC just now:
* SamB still doesn't understand what the --incremental option to svn-import does
<Peng_> SamB: If 'bzr svn-import' was 'bzr branch', 'bzr svn-import --incremental' would be its 'bzr pull'.
<SamB> hmm. so why doesn't the help for svn-import say anything to that effect?
<Peng_> SamB: I dunno. Maybe I'm wrong, eh? :D
<SamB> and why not make it the default?
<Peng_> SamB: I dunno. Ask jelmer.

"bzr svn-import" does both "bzr branch" and "bzr pull". I'll just make --incremental the default.
