Bug Description
With Bazaar clients, the most natural way to refer to a branch is by one of its many URLs. Launchpad API should provide a way of getting a Branch object given only a branch URL.
This code already exists internally, it merely needs to be exposed.

Since we only have APIs on edge & staging, this is fix released. Note bug 397792 though.
