I'm a little confused. I don't even see a cli/php.ini file? Where should this be stored? The postinst script appears to be 'creating' this but I don't get one?? Thanks.

You get one when you install the php4-cli package.

Considering that this bug was reported 14 months ago, my guess is that one
of the subsequent versions of Ubuntu has merged the updated version of the
package which includes the improved postinst script.

Why would you see anything to do with Apache in a CLI version of PHP? It's
a (separate) bug that you need to install php4-sqlite after installing
php4-cli otherwise the extension line doesn't get put in.
