Bug Description
Directional arrows from BibNo focus do not initiate prefill.
If I enter a BibNo, pressing Down should prefill the rest of the row, create a new blank row, and then shift focus to the BibNo of the new row.

A fix is commited for Up and Down arows. It is presumed that users would use Tab or Enter keys for horizontal traversal. Do Forward and Back arrow keys also need to be implemented?
