ubuntu-desktop should depend/recommend indicator-applet

Bug Description

Binary package hint: ubuntu-desktop

I've debootstrapped from the jaunty (9.04) main repos, and installed the ubuntu-desktop metapackage with apt and --no-install-recommends switch.
Upon loading the gnome desktop, an error window appears:
Title: Error
The panel encountered a problem while loading "OAFIID:GNOME_IndicatorApplet".
Do you want to delete the applet from your configuration?

This can be resolved by installing the indicator-applet -

indicator-applet is not a hard nor recommended dependency of ubuntu-desktop - if it is used as part of the default gnome desktop layout, it probably should be (or it should be removed from the desktop layout).

That packages gets installed if you upgrade using the official recommended upgrade method with update-manager.
