[upgrade] Jaunty->Karmic, X forgets the default keymap

Bug Description
I just dist-upgraded from Jaunty to Karmic (2009-06-30) and found that X had forgotten its default keyboard map. It was, by default, -layout us -variant intl, under Karmic, it got reverted to plain old US. I believe the default keyboard map had been set with dpkg-reconfigure once upon a time, but I am unsure.
