Please sync ics 1.4.0-2 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:

Debian has updated their package to use python 2.6 in sync with ubuntu.
So the package can be synced again.

We should simply modify debian/pyversions in order to build it fine but I can't see any reason to merge/sync this, with this revision the Debian maintainer wanted to adopt our changes.

Post Scriptum: Bhavani, I have suggested you so many times to get in touch with the last uploader *BEFORE* working on a merge/sync, I hope you'll follow my advice in the future.
