Bug Description

Add ability to use scroll wheel to switch workspaces with desktop effects set to none
I have grown used to this feature but i sometimes have to work with Ubuntu on computers that cant use the desktop effects.
Can this feature become an option when the desktop effects are disabled? (It should be an option disabled by default because not all users like this feature)

I believe the next GNOME release will actually disable this for feature even with Desktop Effects on :(

But why not make it an option?

Whats so bad about having an option so the users can decide?
