`iputils-arping' contains empty filename

Bug Description

Binary package hint: apparmor

I am trying to install the Bynari neonInsight mail server on ubuntu 8.04. Their software will not install if AppArmor is enabled. I tried to disable AppArmor using Synaptic Package Manager, It may not be an AppArmor bug, but possibly a bug with another package. I get the following error:

A package failed to install. Trying to recover:

I performed a Google search for a workaround, but I could not find one so far.

Per https://help.ubuntu.com/community/AppArmor I tried the following:

sudo invoke-rc.d apparmor kill

Which gave the following message:

Killing AppArmor module - failed, AppArmor is builtin: Failed.

I then tried:

sudo update-rc.d -f apparmor remove

Which seemed to work. I was able to install neonInsight after a reboot.
I am not sure if the issue with Synaptic and iptools-ping is still there, but I am willing to try whatever is suggested.
