linux occasionally hangs on startup or resume

Bug Description
One unusual symptom is that the disk usage indicator light is on solid, not flickering like normal disk usage and the disk usage noise is gone or unrecognizably altered. The hang occurs around the time that I would expect to the login screen to appear or the password prompt for suspend/resume.

CTRL+ALT+F1 yields:

In this case the system got to the login from resume from standby. It does not normally get that far. Other symptoms the same.
