branch specific settings: configuration: opens wrong file for lightweight checkout

For lightweight checkout branch specific settings -> configuration opens branch.conf in the lightweight checkout. It's wrong because lightweight checkouts does not have their own branch.conf. There should be opened master branch's branch.conf.

Still does not work for me. It tries to open file:

C:\work\Bazaar\plugins\explorer\file:\C:\work\Bazaar\repos\explorer\trunk\.bzr\branch\branch.conf

instead of

C:\work\Bazaar\repos\explorer\trunk\.bzr\branch\branch.conf
