wrong canada keyboard layout

Bug Description
Wubi install of 9.04
The default keyboard is currently Canada variant Canada which places 3 symbols on the symbol and number keys
ie " @ 2 on the numeral 2 key
A standard keyboard would be Canada variant Canada English layout. I was able to correct this using Keyboard Preferences.
My keyboard is a Logitech Cordless Express and I am in Canada. My keyboard is currently set as Generic 104-key PC

This same issue occurs with Wubi install of 9.10.
