Bug Description
Because of the tmpfs /var thingy, ownerships are incorrect on each reboot, causing clamav-daemon not to start up. This patch checks the dirs of the localsocket and pid file, and chowns them accordinly on start.

This patch makes sure that owernships of certain critical dirs are always correct according to the clamd.conf settings.
