Bug Description
We have appservers die from time to time. Sometimes they die and stop
listening or accepting connections. Sometimes they die and start giving
lots of timeouts - but at an http level they are answering requests.
The latter behaviour is still a down server, and our load balancing
environment should detect this (by looking for runs of 500s or something
similar)
