User name chooser in PolicyKit authentication dialog looks disabled...

Bug Description
This issue is visible from a non administrator account. In my case, I can reproduce it consistently and easily by switching over to a regular account and running any action needing authentication.
The dialog's combo box currently has a line of insensitive, greyed out text to look like a title, saying "Select user." The idea is to give it some context, so the user knows what to do with the combo box. However, this is problematic!
Many fields in this dialog are insensitive before a user name is selected. (Curiously not the Authenticate button, but that's another bug). With the Human theme, and probably most other GTK themes, a combo box with an insensitive item selected is indistinguishable from a disabled combo box. Thus, it is not obvious that the user can actually use that dialog and his eyes are not drawn to it.
Here is one way to fix the issue:
* Highlight the combo box by default (instead of the Authenticate button)
* Get rid of the fake title in the combo box (since it isn't really a consistently utilized bit of UI) and add a label beside it with the same string.
