New windows don't get focus when other window is "always on top"

Bug Description

To reproduce:

1) Open arbitrary window, right click on top bar, check "Always on top"
2) Hit e.g Alt+F2 to open the "Run application" window
3) The new window, e.g. "Run application" window does not get focus, so you cant enter an application name

 Thank you for bringing this bug to our attention. Unfortunately a paper cut should be a small usability issue that affects many people and is quick and easy to fix. I'm afraid this bug can't be addressed as part of this project.

This is not a bug, and definitely not a papercut.

 A paper cut is a minor usability annoyance that an average user would encounter on his/her first day of using a new installation of Ubuntu 9.10.

 Don't worry though, This bug has been marked as "invalid" ONLY in the papercuts project.

This is not a bug , because the user clearly has turned on the always on top feature. So the window IS going to be on top. And no window can make it loose focus. IF the user wants access to the application behind, he can turn off "the always on top" option.
If you still feel this is a bug, For resolution of the bug, kindly identify the projects affected and assign the bug to that project, otherwise the devs of the concerned project might not be notified of this problem.

BUT this is definitely not a papercut.

I'll open up a compiz task (I assume you are using compiz, let me know if you are using something else such as metacity), though I can't reproduce the issue so I can't confirm it. If it was reproducible for a large set of users I think it would quality as a paper cut as the newly opened window should have focus regardless of an always on top window existing.

Good catch Michael,

As Michael also points out, I too was not able to reproduce this behavior.

But I'm not sure if you are referring to the z-order or focus.
If you are referring to z-order, as in the new application window does not come to the foreground, that is the intended behavior.

If you are referring to focus, as in you are not able to enter text in to the new application window > this seems to be a bug.

To help us to find and resolve the problem.Please answer these questions:

 * Is this reproducible in Karmic?
 * Pls provide the version of the packages you are running.
 * What window manager are you using?

But as this seems to be a specific problem related to your system,Though a bug, This does not qualify as a papercut.

First of all, this is _not_ a bug within compiz, I am using metacity. You can indeed reproduce the bug with the default ubuntu 9.04 iso _without modifications_ to it. Just burn the standard cd, boot it, fire up ubuntu. Once your logged in, press alt+f2, enter firefox. hit enter. Firefox will be started within a window which has the title "Welcome to Ubuntu 9.04 - Mozilla Firefox". Then right-click onto that exact place, the top bar colored in orange. In the context menu, check "Always on top". If you now hit alt+f2 again, the "run application" dialog will _not_ get focus( its titlebar stays white). This happens even if you minimize firefox. This is in my opinion definitely a papercut, because users would expect to be able to enter a command in a "run application" window without clicking it to get it focused first.
Concerning Karmic: Afaik there are so far only release candidates of this ubuntu version. I am however a user and not an active developer. Thus I am not using release candidates.

I have tried from a Live Usb of Ubuntu 9.04 . But *every time I repeat it* , as soon as the firefox window is minimized the "Run Application" Window gains focus. Works correctly .

Marking this as incomplete , *maybe someone else can reproduce this behavior* .
