GNOME, KDE, XFCE switch keyboard layouts in the reverse order than the one specified when doing so with the keyboard

Bug Description
When someone adds keyboard layouts and then switches them using the keyboard, GNOME switches keyboard layouts in the reverse order than the one specified.
Here's a testcase:
1)Install Ubuntu
2)Add the Greek keyboard layout in System>
3)Do the same with the Icelandic keyboard layout and make sure it is BELOW the Greek keyboard layout in the list.
4)Add the layout switch applet.
What happens:
1)When you switch keyboard layouts with Alt+Shift, the switch is USA>Iceland>
2)If you click on the language applet, the switch is USA>Greece>
What should happen:
1)When using Alt+Shift, the switch should be USA>Greece>
Additional information:
1)If this bug is confirmed with KDE of XFCE or another desktop environment, please update this bug report accordingly.
