eeebotu should not announce new "Invalid" bugs

Bug Description

Currently, eeebotu also announces bugs which are in status "Invalid". This can happen if a new bug is accidently reported and set to invalid immediately.

Those bugs should not be announced as there is little to triage there.

So there was a small discussion in #ubuntu-bugs-announce were I asked what people thought of this, because before this report I had never though of it as a bug. Some times people will mark their bugs as Invalid when they meant something or else, or beginner bugsquad members could do so as well, so personally I like to check up on the immediately Invalid bugs to see what's up.

However for a Triaged state, this might be valid as only an experienced triager can set this state, so it should be ideally taken care of. However someone interested in new bugs might still be interested in seeing this, as it is still new, just not "New" :)

I don't know, what does everyone think? Sending an email to bugsquad and bugcontrol might not be a bad idea, and also a bunch of people might not even know about the announce channel so that would be informative as well.
