Shrinking/moving region. Unable to add region where old region used to be.

Bug Description

Steps to reproduce:

* Create new layout using a Full Screen template
* Shrink existing region
* Right click background
* See that menu presented relates to the region that has been shrunk rather than the layout.

* Close layout and reopen.
* Right click background again and see that you are now presented with the layout options window as expected.

I suspect a regression based upon the fix for https://bugs.launchpad.net/xibo/1.0/+bug/388592

I cant recreate this in FF3 / IE7

There was a CSS change effecting the width of the transparent div within the region (in 1.0.2-pre)... perhaps you have some cached CSS?
