KarlUserAdmin adds user

As part of user management, we need a way for the "right people" to add a staff user. The "right people" might be KarlAdmin but we might prefer a group that is able to manage users without, say, reading private community content. Thus, "KarlUserAdmin" is the name of the actor I'm using, though it isn't a requirement to create this.

While affiliates can be invited, staff users are generally maintained by the hosting organization. Whether a staff or affiliate user, we need a way for the hosting organization to add new users.

Proposed Specification
--------------------------------

- KarlUserAdmin goes to PEOPLE

- Sees an action box with "Add User", clicks

- Gets a screen to fill in user information and profile information

- Also gets to choose groups, such as KarlStaff, thus making the person a staff user

As a first step, I added the KarlUserAdmin group, but we also need to run a new script, reapply_profile_security, to allow KarlUserAdmins to edit existing profiles.

Have you seen Chris M's evolution script? We should make the script
an evolution step.

Adding to the evolution script is a good idea.
