Wireless disabled after upgrade to kernel 2.6.28-13-generic

Bug Description
On a fresh install of Ubuntu 9.04 on a Dell Vostro 1320 with a Broadcom Corporation BCM4312 802.11b/g (rev 01)
I lost wireless after installing the suggested upgrades.
Booting with the Live CD or before running the upgrade I had wireless working (network manager didn't show the strenght of the signal). I suspect that the change of kernel to 2.6.28-13 is the reason, but when I boot with 2.6.28.11 i still get "wireless is disabled" in network manager.
I'm not sure which logs or info to provide further, please advise.
lsmod indicates that wl.ko is loaded.
lspci gives the following on the network card:
0e:00.0 Network controller: Broadcom Corporation BCM4312 802.11b/g (rev 01)
Network manager applet 0.7.0.100
Update: It might be a network manager problem.
Running
sudo iwlist eth1 scan essid "PChome"
produces an output and information about PChome wireless network. So it seems that I could connect from command line, but network manager still reports wireless disabled.

Update. I have tried using wicd and it works. With wicd I can connect to a wireless lan.
Now I'm back on network manager, I use it for my 3G network as well.
I'm now convinced that it is not a kernel issue. Shall I close this report and open another for network manager?
