Settings panels are not dynamically resized

Bug Description

Ive had problems with configuring Ubuntu for a variety of devices including the common netbooks.

When attempting to access most of the menus under System -> Preferences or Administration the height of the window is larger than the screen. The effect of this is that you are unable to click any of the buttons at the bottom of the panel, and often cannot see options.

All the panels should have scroll bars and allow resizing to fit the current screen resolution.

Even UNR has this issue.

This is invalid in OHPC, since this is not a change that can be done in a few lines(or can it?). AFAICT, we need to read the desktop resolution before drawing the windows.

Couldnt say how easy it would be, but its damn annoying and makes it really hard to change a fair few settings.
