Bug Description
The integrated file search function does not work at all in Kubuntu. This sounds like a big problem and its effects are however resolution should not be as I know that other KDE users have this functionality working and even some Kubuntu users have it working however I am not as technically adept as they are.
One is supposed to go into 'Advanced User Settings'/'Desktop Search' and then click 'enable strigi desktop search File Indexer' however for what ever reason this has never worked in Kubuntu KDE4 as it reports that the strigi service is not running (even if you force it to start and then tick the box, it will be unchecked the next time one looks).
This is clearly not a technical hurdle as other distributions have it working and the devs say it works fine for them so this is clearly a Kubuntu failing where the packages just need to be corrected.

Marking this invalid on the papercut side due to this being more of a gash that needs stitches right now :)
As far as I know, there isn't a distro out there enabling Strigi by default yet. I do know products like Nepomuk work fine without it. Right now there is talk upstream about some database stuff that I can admit to not following as much as I probably should. This is in fact a valid wishlist report at this time and something we will look into implementing as soon as we can. Thanks!
