Table sorting is not stable

Bug Description
Please replace the sort algorithm for tables (specifically the +specstable one, but I am sure it's used in other places) with one that is stable.
In other words, if I click on the State header after loading the page, I expect the Essential items (those which are Approved, or PendingReview when I click again) to *still* be on top.
