send-keys option does nothing

Bug Description

Binary package hint: gnupg

When calling gpg with --send-keys and no key specified one does not get any success or error message - and also it does not do anything. Either --send-keys without a value is invalid and print an error message or fix the command.

As described in the upstream changelog, changing the output is not desired. The manual has been updated to document this behaviour. This is in GnuPG since 1.4.10.
