going from 2 displays to 1 (and back) screws with gnome panel and icons

Bug Description
Remotely connecting to desktop that has a dual display with 2 gnome panels (one for each) from a computer with 1 display screws up the desktop icons and panels. Similar behavior can occur if removing one of the displays. With X adding support for hot swappable displays, this can be very limiting for when working with VGA projectors or HDMI televisions.
Would it be possible to put some thought into a better behavior for gnome to handle these situations, especially since it's only going to become more common. My suggestion is for gnome to become more aware (history and common setups) of the display config and be able to provide some dynamic adjusting of the panels and desktop icons. Maybe move the 2nd display's panel and icons to an alternate workspace? Then when the 2nd display is re-added, recognize it and move them to that display. When this "adjusting" is done, a notification could be shown to inform the user.
