Upgrade to version 0.25.5

It's build-time requirement for some applications, like bmpx.

Looking the changelog, most of changes are bug fixes or documentation changes.

There seems to be package available for Debian
http://packages.debian.org/unstable/libdevel/libneon25-dev

I though I saw somewhere Debian package infos that 0.25.3 was marked as 'experimental' where 0.25.5 was marked as 'unstable'.

Looks fine for a UVF exception; it's a bug-fix branch and the changes on it look reasonable. Please get an ubuntu-core-dev member to look over the packaging changes in Debian and request a sync if/when they're satisfied.
