Update romanian translation for 0.47

I added a very small amount of new translated strings, but I submitted it to you because I also want to ask how to compile .po file to .mo file to be able to test on my PC before submitting a new version.

A compiled mo file is created each time you save your po file with poedi (in the same directory). If not, you can activate it in the preferences.

You can use the standard gettext tool msgfmt to create the .mo file:
$ msgfmt -cv ro.po

Then copy the created file messages.mo to the directory where inkscape is installed (use the full path for your system):
inkscape/share/locale/ro/LC_MESSAGES/inkscape.mo
