Trash doesn't truly empty

Bug Description
Every Ubuntu Release I've used has had issues with the Trash.
I'll use a new release for a day or so, delete things from the system partition or another partition, and then try and empty the trash. BAM, it doesn't show that it's empty. I'll go into it, it'll show a file there if i try and permanently remove it manually, it'll give some permission error, or it'll reappear when it gets removed, or I'll have to delete the files in the root's trash directory or something bizarre and NOT straightforward like that.
I have 5 or 6 partitions on my disk, some EXT3 (well, EXT4 as of 9.04), some NTFS, and one FAT32. This may or may not be related to the problems, but I thought it was worth mentioning.
Thank you for bringing this bug to our attention. Unfortunately a paper cut should be a small usability issue that affects many people and is quick and easy to fix. I'm afraid this bug can't be addressed as part of this project because it is too complicated to be fixed easily, and the scenario involving multiple partitions does not affect most users.
