Wireless - no notification of missing user priveleges

Bug Description

Instead of an adequate message that the user has no privileges to connect to wireless network, the network adapter is not visible.

This happend to me as I forgot to allow the users to use it and thought that my wireless card was not recognizes at all. Took an hour till I found it.

The scenario was a clean install of ubuntu netbook remix 9.04. A wireless connection has never been set up before. Wireless hardware was not shown to the user. After granting the rights it could be used normally.

I cannot reproduce it because there seems to be a more critical bug: taking away the rights to connect to wireless networks does not have any affect: users can still connect to wireless networks.
(maybe this happens, after once one user (has/was allowed to) set up any connection ?)

Im sorry that I didnt try this the first time.
