don't open the same branch/tree twice

Bug Description

BE allows "File>Open" to create two or more tabs pointing to the same branch. Perhaps there is a good use case for this. But if not, this might lead to some counterintuitive behavior down the road. Perhaps an attempt to "File>Open" a branch which is already "open" should simply cause BE to set focus on the already open tab.

I am using BE on both ubuntu and win32 with very good results. The approach of leveraging already very stable plugins is definitely working.

I can't think of a case where this would actually be a problem right now.
There is obviously (?) no risk to data, since bzr explorer is calling bzr
and not directly manipulating branches. And as long as the user remembers
to hit refresh in every view, there should not be any confusion. So this
may be "a harmless edge case" that can be safely ignored.
