Icons on panel move around without good reason

Bug Description
If the user were to change font sizes or screen sizes the icons on the Panels move about without reason, even when they are "locked." The Notification Area, the Clock, Volume Control, Main Menu, Window List should maintain reasonable positions regardless of screen sizes and font sizes. Main Menu should stick to the left side (it doesn't). Clock, Notification Area, Volume Control should stick to the right side (they don't). Window List should stick dead-center (it won't). Spaces should not form between icons (they do).

This is a long-standing and difficult bug in gnome-panel, not a trivially fixable usability bug; therefore, it is not a paper cut.
