Binary package hint: empathy
The screenshot shows an IRC channel in which there are several people (one of them talks, another leaves the room). Yet, the list shows no one.
This seems to happen all the time in empathy. Even the buddy list shows less contacts than pidgin's buddy list.

Happening to me aswell using the same version, signed into one account using pidgin on my laptop then signed into empathy on my desktop and it didn't show me as online (doesn't show any contacts as online even though I know a few are)
