PPA uploaders should see the command-line to upload to a PPA (similar to what is done for bzr branches)

Bug Description
In order to prevent erroneous dput configurations and generally make it easier for users to upload packages to their newly activated PPAs it would be handy to show an appropriate dput.cf stanza
- either on the first post-PPA-activation page rendered
- or on the normal top-level PPA page (in the vicinity of the "apt sources.list entries" section?) but only for users with upload privileges

Ubuntu 9.04 and later have a 'ppa' stanza in the default dput.cf, which takes an argument like 'wgrant/ppa'. Perhaps just alter the documentation to use that?
