Problems with handling filenames with non-7-bit ASCII characters

Bug Description
Handling filenames with 8-bit (for example "Sí" or "Δοκιμή") characters seems to be a problem. Specifically from what I've found so far:
1) in the search for video files tab, if a folder is selected that contains movies with non 7-bit characters in the filename, the movie will not be displayed at all in the search results
2) in the same tab, if the "select video" button is pressed, and a file is selected with non 7-bit characters in the filename, nothing will happen
3) finally, the same problem appears when user tries to upload subtitle where the video filename (the subtitle filename possibly as well) contains non 7-bit characters
