"Mark All Upgrades" button is enabled when there are none

Bug Description
Experienced in Synaptic 0.62.5 with 64bit Ubuntu Jaunty.
Open Synaptic Package Manager.
Notice "Apply" button is disabled because there are no actions to apply.
Notice "Mark All Upgrades" is enabled even when there are no upgrades to mark.
Click "Mark All Upgrades" to waste energy. It additionally disables the entire application whilst the computer processes unnecessary information, possibly searching for any upgrades it can mark.
I suggest the button is only enabled when upgrades are detected- at start if there are any upgrades already in the apt cache or after clicking "Reload" and upgrades are found.
