Project releases have an unexplained "When"

Bug Description
When a project milestone is released, the page gains a "When" field at the top, in addition to the understandable "Expected" and "Released". It looks like it might be the date that the button was clicked in Launchpad, which isn't useful information. Neither is the "Registrant", and that word sucks.
