Bug Description
In eg <https:/
there are two textareas, each of which seems to want the answer to the faq. It's unclear what the difference is supposed to be or what to put in each of them, but Launchpad insists I fill out both.

It turns out that the top field is the content of the new FAQ, and the bottom field is text that will be appended to the original question explaining why you're closing it with a faq.
