update-manager does not appear when updates available

Bug Description

Binary package hint: update-manager

Update manager does not come up when updates are available. I know there are updates when I run 'apt-get upgrade' and it shows the packages that will be upgraded. I've checked the 'Startup Applications' dialog and 'Update Notifier' is included (I've attached a window shot). Also it looks like update-notifier is running:
