Bug Description
The "Invite New" members tool in communities does not recognize Existing Members. If you put in an email address in the Invite New box, the system generates an invitation email even if the user already exists in KARL. This was not the case in KARL 2 (or 1). In KARL 2, if you invited an existing user using the Invite New option, that user was just automatically added to the community, just like would be the case if you had invited an existing member. This also enabled moderators to put in a large chunk of emails into the Invite New tool without having to sift through to figure out who was already a KARL member.

I just confirmed this with Nat. We correctly catch the case where an email address matches someone that is already in the community. However, we don't detect the case where someone is KARL user, but not a member.
In such a case, we should not be creating an invitation and sending an email. Instead, we should automatically add them to the community, and send them the "you've been added" email as an FYI with no action required.
