breezy zeroconf package can cause ARP storms

Bug Description

The zeroconf package included in Breezy universe can start spewing ARP packets. This can easily cripple a wireless network (as happened at UbuntuBelowZero), or make a wired network very slow.

Apparently this problem was fixed in 0.6, so it would be good to have an update or backport released for Breezy.
