Alternate language does not show up for anonymous users

Bug Description
Selecting an alternate language from the "using [...] as a guide" dropdown reveals translation suggestions from an alternate language. But it does nothing if the page isn't showing suggestions to you because you're not a reviewer.
One solution would be to hide the option in that case. But that won't help users who want an alternate language to help them understand the English, so the ideal thing to do would be to show the current translation (and optionally suggestions) in that case. They don't have to be selectable, although that might still be a nice option to have: "I'm suggesting we use the Tagalog translation for the Filipino translation of this string."
Note that this only happens for anonymous users. Everybody else can see suggestions, and anonymous users can't suggest anything anyway. For them, we should just remove the option.
