Let space switch to selector tool even when used for panning

I have configured to use space bar + mouse for panning. Therefore, I have to *hold* the space bar.

Now, when I only press the space bar (instead of holding it), it should switch to the selector tool.

Excuse me the dumb question but where do you change function keys?

File > Inkscape Preferences > Scrolling > Left mouse button pans when Space is pressed

It's an either / or toggle (read the tool tip), also noted in the 'Keys and Mouse' reference:
«When the "Left mouse button pans when Space is pressed" option is on in Preferences, Space+mouse drag pans canvas instead of switching to Selector.»

Yes, I know. The difference as stated in my first post is that I "press" the space bar instead of "holding" it, so it should be:
- Hold+mouse -> pan
- Press -> switch to selector

Patch to make Space panning and tool toggle both available.
Space panning behavior is also changed so you dont need to press mouse button, just <Space> key and mouse move.
Space panning is always on ... is a preference to turn off needed ?

Works as expected here, I say commit to trunk. (no preference needed imho, and it gets rid of an old workaround preference which is even better).
