Authorization: "Unmount file systems mounted by other users" is ignored

Bug Description

Binary package hint: policykit-gnome

After opening the authorizations interface and setting the authorization for "Unmount file systems mounted by other users" under org -> freedesktop -> hal -> storage and adding a no constraints authorization for a user, the authorization is ignored. When trying to unmount a volume mounted by the other user the message "Cannot unmount the volume 'foo', only the other user can unmount it, is returned.
