unnecessary "Display expert settings" in enigmail configuration window

Bug Description
Binary package hint: enigmail
How to reproduce the bug:
- install thunderbird and enigmail
- set up enigmail
- choose "OpenPGP -> Preferences" from the menu.
As you can see on the attached screenshot, there is a checkbox
"Display expert settings". However, checking the box does not make a difference at all.
There are no expert settings, so the checkbox is not necessary, and a bit confusing for the user.

This has been fixed in 0.96, 0.96 more than likely not hit repos except in Karmic or Karmic+1 depending on upstream progress. I will see about getting it in my PPA but enigmail package in Ubuntu is a mess. That i had addressed with Alexander to see what can be done but i dont think he has had a minute to look into it.
If you check it you dont see tabs at the top? more than just that one?
