9.04 reboot doesn't show grub menu and doesn't wait for timeout period

Bug Description
When I do a reboot on Ubuntu Jaunty, it is supposed to show me the grub-loader at system start-up and wait for the Timeout period also. But instead, it immediately reboots into the same version of kernel that it was before the reboot and doesn't even show the grub-loader and neither waits for the timeout period as set in the menu.lst.
I have few different options in the grub loader like booting into XP and Vista along with some other custom kernels.
I have two 9.04 kernel versions, 2.6.29.2 and 2.6.28.11 both of which have the same problem. I haven't touched any of the code inside any of these but I have recompiled the 2.6.29.2 version myself using the source code.
So if I want to see the grub menu and choose between ubuntu and Windows while I am currently in Ubuntu, I need to do a "shut-down" first and then manually start the desktop to give me the grub-menu.
I don't know if this is a bug or not. But as this was working in previous versions of ubuntu, I assume that I might have encountered a problem.
