Bug Description

Installation from the language install tool after fresh install ubuntu 9.04 , language selection "Dutch"
First i installed apache2 and php5 modules for apache2.
After the that there is a popup for installing extra language features since the language support is incomplete.
This ends in the error reported. After that dkpg --configure -a yields an error that it cannot repair the packages . (wdutch and language-settings ) , after removing the packages (aptitude remove) all works fine again.

Thank you for helping with making Ubuntu better by reporting this bug.
Can you still reproduce this bug?
The problem is probably caused by the fact there are multiple processes running that want to use the file. Make sure you don't reconfigure or configure anything else while upgrading.
If the error can be reproduces, please execute the command 'fuser -v /var/cahce/debconf/config.dat' while the error message is being generated. That should give us a list of processes using the file.
