Bug Description
On rare occasions a project might end up with pledged money without a budget. This causes every instance of the fundingbar to crash in the template layer. The reason is that we are using division to get a percentage and are dividing with zero on these occasions. Possible solution is to just show the fundingbar when there is a budget.

Funding is 2 euro from org, no budget; Raised shows 2, Still Needed shows -2. A case for us to check w/ decimalisation.
